Anyone should report suspected child abuse and neglect to the appropriate authorities absolutely as soon as possible.

How and where to report child abuse and neglect
When children are in danger because of child abuse or neglect, they need help. The Department of Human Services (DHS) works hard to keep children healthy and safe, but the public plays a key role as well. DHS depends on the public to report suspected child abuse promptly. To make sure people know where and how to make reports of child abuse, DHS will send updated child abuse reporting instructions to the Oregon media twice a year.
How do I know if I should make a report?
Any reasonable suspicion of abuse should be reported; you are not required to prove it. A report is just a request for an assessment. A Child Protective Service (CPS) caseworker or law enforcement officer is responsible for determining whether abuse or neglect occurred.
What information do I need to report?
The more information you can provide about the child, the parent, and the nature and extent of abuse, the more accurately DHS can determine the level of danger. And the sooner we get the information, the more effective we can be. For example, bruises and other physical marks on a child can fade quickly.
How common is child abuse?
Child abuse is more common than you may think. In 2007, there were 63,500 reports of suspected child abuse/neglect in Oregon; 10,716 children were identified as victims of abuse or neglect. That same year, twelve children died in Oregon as a result of abuse and neglect. About 95 percent of all children who are abused are harmed by members of their own families. About half of all children abused and neglected in Oregon are younger than six years old. Child abuse is frequently associated with these issues:

- Unemployment
- Parental involvement with law enforcement
- Domestic violence
